Desperate reasons by BDA for not having passenger terminal

Desperate reasons are now given by the Barangaroo Delivery Authority for not having the passenger terminal. The authority's spokeswoman says ''quarantine and Customs setbacks required for a terminal would restrict public access''. So why don't the same criteria apply to other passenger terminals, such as the one at Circular Quay?

As a crew member, I know we have only a few hours ashore, and access makes the difference as to whether to go ashore or not. Sydney is the main shopping city in the South Pacific for crew members to make big purchases. The distant White Bay terminal will be the end of that.
